ECO2.1 Consultation

Ofgem has now launched its ECO2.1 consultation on how it proposes to administer specific requirements of the Home Heating Cost Reduction Obligation (HHCRO) under the ECO2 Order 2014.

Ofgem is seeking your views on its proposals, whether you agree with them or not. Responses should be received by 9am on 1 December 2014.

In the coming months Ofgem will hold two consultations on how it will administer ECO2 2015-2017. The first of these, the ECO2.1 consultation, covers changes that could apply to measures currently being delivered (ECO1 measures which suppliers may wish to carry over to the next obligation period). From this, Ofgem hopes to provide guidance for obligated suppliers early.

The ECO2.1 consultation covers:

  • Non—gas fuelled premises
  • Qualifying warranties for boiler replacements
  • Warranties for electric storage heater replacements

Following this consultation Ofgem will publish an ECO2.1 guidance note, outlining its first phase of guidance revisions and its response to consultation submissions.

ECO2.2

Ofgem will launch a further ECO2.2 consultation in late November 2014 covering guidance on all other areas of ECO2. Following this consultation, Ofgem expects to publish the full ECO2 guidance (incorporating the ECO2.1 guidance note) and its response to the ECO2.2 consultation.
